McGloin, an undrafted rookie out of Penn State, will start his second straight game in place of Terrelle Pryor, who has been sidelined with a sprained right knee.
McGloin threw three touchdown passes in his first career start, a 28-23 win over the Houston Texans.
“There is always more to prove and more to do,” McGloin said after the road victory. “I think I got off to a good start, but we will see.”
McGloin was 18 of 32 for 197 yards along with the three scores in leading the Raiders to their highest scoring output of the season.
Oakland (4-6) will host the Tennessee Titans (4-6) on Sunday.
