The fact we started slow in the 1st game and lost to the steelers last year would tell you that’s not the way to play the preseason. It never has been either. Starters play at least one drive in game 2 and 3 then game 4 would be the first half but since it is pushed down to 3 games you should play a q in game 2 and play a half or so in the final game
