Overrated. Every year the fastest WR gets overvalued, same with John Ross. But it takes more than just speed to make an impact at this level. Justin Jefferson, CeeDee Lamb, Chase Claypool, and Tee Higgins were all much better than Ruggs.

@Mario Velasco yes that is look how many targets Jerry Jeudy, Chase Claypool, Justin Jefferson, Tee Higgins, Brandon Aiyuk, Michael Pittman, and Darnell Mooney had. They had way more than 43 targets. The raiders need to utilize him more cause he has great speed and is explosive with the ball in his hands. Carr just keeps throwing to Agohlor, Renfrow, and Waller. Ruggs was not drafted to be a decoy.
